Allow users to switch profile photos from existing profile photos instead of re-upload.

No because album photos have different sizes then profile photos and the only way to do is just taking the album photo and then programmatically cloning into profile photos which will add the same photo into profile photos album

@Arsalan Shah, I do better think to add that option also in the 3 dots in the profile picture (the place where privacy changer stays).
Like setting up a wallpaper on early Nokia phones
This suggestion is to make the users find the option easily

@Go_Social your looking in the wrong place.
The user will go to their "Account Settings" page. There, they click on ( or touch) "Photos", then click on (or touch) "Profile Photos". There the user can see the profile photos they have uploaded. They can then select the profile photo they want to use.

I am sure that the component is enabled. Even on mobile devices it does not appear. I do not know why.
