I don’t know why the notification bell under message is always turned off. This makes it impossible to notify my users of new notification in message and others.

Already answered you in ticket. The bell icon is for new message sound, by default its disabled as due to limitation of browser. You need to tick that icon and it settings will be saved in browser. It is for a new message sound in same window. You need to click that icon.
It is not for receiving notification outside that window.
