Can I get remove "It's free and always will be." from the Create an account section of the index page?

ahh ... found it :) It was in the locale folder

Thank you, I uploaded the component but can't see what file is used to display the ""It's free and always will be." on the welcome and account creation page

Yes. Except of "Powered by the Open Source Social Network." you may customize any string in the language files.
I'd recommend not to touch the distribution files, though, but use the Custom Strings component for changes like that.
