Is there a way to have sticky notes or an announcement feature that you can have posts stay at the top? Would be really helpful. Not sure if there is currently a way but if not, can we have a component?

you could also edit components/OssnWall/plugins/default/wall/templates/wall/user/item.php and make something special happen for a certain post id...

I use the HtmlSidebar component for this purpose also

Personally, I use the "Html on the side bar component" to convey news. Like this:
<marquee behavior="scroll" direction="left">your scrolling text here... </marquee>
