i have v3.3 and have heavily modified my site code
i am currently getting this error in the error_log

i dont want to do a fresh install otherwise all my hours of coding will be for nothing
as i am almost 73% complete on a new responsive theme :)

What is in class file? can you post your class source + components/OssnNotifications/ossn_com.php file on gist.github.com and share link?

nope it was enabled and the class file existed also :/

Did you disabled OssnNotifications ? the error mean the OssnNotifications.php class file not found.
