I used latest version of ossn 4.0v and goblue theme. I want to make announcement or notice in the main page.. Can you tell me how to put that announcement at the top of main page please.

good question, also how about a newsletter to all members?
Due to the many requests in the past for additonal features and components we have decided to develope a premium version. Features like Hashtags, Videos, Polls, Events, Stories, Link Preview, etc included in it.
