how can i change it?

I believe now you changed background https://rocknmetalbulgaria.eu/rockbook/themes/goblue/images/background.jpg but such a large size background is not good for your site (you may tell us later OSSN is loading very slow), try to compress the jpg image. (reduce the image size)

Cache is disabled now, fine.
But there's still the old goblue image in place:
https://rocknmetalbulgaria.eu/rockbook/themes/goblue/images/background.jpg
rename or remove it
upload your own image
and rename it to background.jpg

Now it's disable i pressed CTR+F5,F5, CTR+R also flushed the cache,by the way how can i clear the chache manual?

Cache is still enabled!

themes > giblue> img or images > delete background.jpg.
