I need to allow the user to set a username of 4 characters. Currently, this is not allowed.
Is it possible to change the minimum / maximum characters in the username? If so, where?
I did try searching, but could not find any info.

No if you set min 4 characters then its fine. I like the idea for minimum 4 characters otherwise users may choose idiotic username less than 4 :)

Does the same apply if the minimum is 4 characters and max remains default?

With 4 digit characters you can have only 9999 number of users limit
