Hungarian language pack problem

I have installed OSSN 7.0 on my shared hosting account from cPanel.

Hungarian can not be set as Default Language in Basic settings, despite a statement of Arsalan Shah 8 month ago, that it will be merged in the core with the next version.
When I try to install it with the Component Installer I get the error message "Component zip-archive incomplete".

Please clarify.
