The scrolling down function stopped working when I upgraded. Only the top of the page appears. How to fix it?

I didn't delete all files because I was doing the upgrade from version 5.6 to version 6.1.
So I kept the configurations folder.
But it's ok. I was using a site of tests. I ever try in a test site before do it in the main site.

Did you deleted old files first? you need to delete all old files first?
