Here I can found ads manager which i can place by myself, but is there anyway by which users can create their ads right from their account, and they make payment with paypal or creditcard and the site owner get income from it, please if it is to pay for the component, i don't mind
Can someone tell me how to get the ads manager and how to get payment from advertisers?

First of all you have to create payment component after that you have to make OssnAds action public by unregister actions and reregister it in your component. add a hook that checks if user paid then allow him to create ad.
Its not easy to explain here as its required alot of code to be written to make it work.
