"Changed profile picture" not public visible?
when someone uploads a new profile picture I see it on the public wall as an admin, but normal users cannot see it, is that correct?
Already mentioned to override action in your component with that line removed.
Unregister action and register again in your component
and when I comment out the line, I need to watch out when updating

Nope, I contacted you like a year ago because I had the same problem and I forgot how to change that
Some time ago i think you contacted to remove this so no one can see it. By default everyone can see if user upload it. You can simply overwrite the action in your component and comment out the line
