@Tamas ~ You need to install the Noto Emoji / Noto Color Emoji fonts.
Having them installed natively and system wide will allow websites to use it.

Depending on which version of KDE Plasma you are using, you can search "Emoji" in the settings (Pre-5.20). Post 5.2, you just make sure that the font is installed.

That is: No Ossn issue - Your machine is missing the necessary fontfile!

Now, that there are hundreds of different Linux flavors, I can't tell which way to install it. Try to get help from an appropriate Linux community or the distributor.
